Food Services in Provincial Correctional Centres

Description
The Ministry of Public Safety and Solicitor General invites proposals from qualified Proponents to provide Food Services and Canteen Services to all Correctional Centres operated by BC Corrections. In addition, at four Correctional Centres, Inmate Worker Program Orientation Services are in operation to support Food Services. Proponents are advised that one Correctional Centre on Vancouver Island is undergoing an extensive re-build which will result in an increase to service in the Nanaimo area.
Approximate food volume is 1.707 million meals per year, and total gross canteen sales that include applicable taxes and IBF contributions, across all Centres for 2021/2022 were approximately $2.8 million. The figures given above for meals per year and gross canteen sales are approximations only and not a guarantee of future volume.
The Proponent must agree in Appendix B – Proposal Response Form that should it be the Contractor, it must provide Services to all ten Correctional Centres identified in Appendix E of the RFP, including the Nanaimo area rebuild (Nanaimo Correctional Centre). Failure by a Proponent to agree to the preceding statement will result in the disqualification of the Proponent.
The initial term of the Contract will be for a four-year period with an anticipated start date for commencement of Services on April 1, 2023. The Ministry will have an option to extend, in the sole discretion of the Ministry, for two additional two-year terms.
The Contract will give BC Corrections the right, in its sole discretion, to increase or decrease the capacity of the existing Correctional Centres or change the number of Correctional Centres (and thereby add or remove Correctional Centres from the scope of the Contract). Proponents should also be aware that the number of Inmates in each Correctional Centre will fluctuate during the term of the Contract.
