Description
ICBC’s Legal Services function supports a wide range of litigation, advisory, regulatory, and operational activities across the organization. To effectively carry out this mandate, ICBC requires continuous access to a comprehensive, authoritative, and up‑to‑date Canadian legal research platform that supports high‑quality legal analysis, drafting, and decision‑making. The legal research tool is a core enablement platform used daily by lawyers, paralegals, articling students, and legal operations staff. It supports legal research across Canadian case law, statutes, regulations, tribunal decisions, and secondary legal sources, as well as research management workflows such as saved searches, alerts, annotations, and drafting tools. Given the volume, complexity, and time‑sensitive nature of ICBC’s legal work, the solution must be reliable, intuitive, and capable of supporting enterprise‑scale usage. In addition to content coverage, ICBC requires a modern, browser‑based platform that enhances research efficiency through advanced search capabilities, workflow optimization features, and optional technology‑enabled tools, while meeting public‑sector expectations for security, privacy, accessibility, and governance. The solution must comply with applicable privacy legislation, including the Freedom of Information and Protection of Privacy Act (British Columbia) and PIPEDA, and ensure that ICBC data is stored and processed exclusively within Canada. Through this NRFP, ICBC is seeking to select a qualified vendor capable of delivering a secure, scalable, and future‑ready legal research solution that meets the operational, governance, and strategic needs of a large public‑sector legal organization.
