Description
Notice is hereby given that PCL Constructors Westcoast Inc. (“PCL”), on behalf of Providence
Healthcare (“Health Organization”), intends to directly award a Contract to the following supplier
to provide two LC-MS/MS Mass Spectrometer System for the New St. Paul’s Hospital at an
estimated value of $1,270,000 CAD.

In accordance with applicable trade agreements, the Health Organization has instructed PCL
not to proceed with a competitive process for the following reason:
- the goods or services can be supplied only by the selected supplier and no alternative or
substitute exists for the following reason:
(a) to ensure compatibility with the current St. Paul Hospital laboratory assay
testing procedures without requiring method validation work on a different unit.
The St. Paul’s Hospital Chemistry Department has developed customized in-house assay
testing procedures which are used specifically with integration of the SCIEX LC MS/MS system.
Extensive method validation and development of assays has taken many years to develop and
validate along with custom device interface to export patient results to the current laboratory
information system (LIS). The SCIEX LC MS/MS system supplied by SCIEX is the only
system/supplier that will meet the requirements of the laboratory.
Vendors who wish to challenge this decision should submit a detailed written objection for the
attention of Sean Kristiansen, by email to sdkristiansen@pcl.com before 2:00pm Pacific
Standard Time, October 29
th, 2022. PCL will review any and all issues received by this date and
provide due consideration for each objection.
