The City of Richmond (the “City”) is proposing to select an operator (the “Operator”) to recommend to BC Housing to deliver the Richmond an Temporary Winter Shelter program  from October 15, 2024 to April 15, 2025 funded by BC Housing and the City  (the “TWS” or the “Project”).
