Notice of Intent to Direct Award Issued: October 26, 2022File # PHSA 03728NOI Title: Specimen Gate Software Maintenance Provincial Health Services Authority  Notice is hereby given that Provincial Health Services Authority (PHSA) intends to directly award a Contract to the following supplier to provide Software Support for the Specimen Gate Software, a Newborn Screening program for BC Children’s and Women’s Hospital, for an approximate term of 7 years from January 1, 2021 to December 31, 2026 at an estimated value of $760,080. Perkin Elmer Health Services, Inc. 940 Winter StreetWaltham, MA02451, USA In accordance with applicable trade agreements, the Provincial Health Services Authority, on behalf of BC Children’s and Women’s Hospital, has chosen not to proceed with a competitive process for the following reason:* the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.  RationaleChildren’s and Women’s Health Centre of BC is currently using Specimen Gate Software for it’s Newborn Screening program. Children’s and Women’s Health Centre is the only lab in the province that does this type of testing, for this Provincial program. There are no other vendors able to provide software support for this custom-built application. Perkin Elmer is the only vendor able to provide support for this proprietary software.   Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Diane Lindsay, Buyer, by email to diane.lindsay@phsa.ca before 2:00pm Pacific Time, November 5, 2022. PHSA will review any and all issues received by this date and provide due consideration to each objection.
