Summary Details:
In April 2019, BCFSA issued the first Request for Proposal for the Core Regulatory Suite Project (CRS) with subsequent Request for Proposals issued to support the project.
CRS is to assist BCFSA to automate, harmonize and modernize its business processes, and to enhance data and information sharing across the organization upon its completion.
CRS will enable BCFSA to fulfill its mandate to serve the public as the leading single regulator, creating confidence in the B.C. financial marketplace and allow consistent interaction with stakeholders through harmonized functions across sectors, further instilling public trust and confidence in the services we provide and will do so as a unified regulator.
In August 2020, BCFSA’s Board of Directors approved the implementation of the CRS Project. Stage I of the Implementation Phase was initiated and focuses on building the foundational elements of CRS. Stages II and III followed in late 2021 and 2022 with the rollout of BCFSA’s business operations' functionality and the management of physical records.
Notice is hereby given by the BC Financial Services Authority (BCFSA), of its intent to extend the following contract related to the CRS Project.
Angeles Consulting Inc. was the successful Proponent from Request for Proposal (RFP) #: ON-0001920 for CRS Senior Business Analyst. The original term was from December 29, 2020 to December 31, 2021 with two (2) options to extend for six (6) months each.
The incumbent Senior Business Analyst has gained significant in-depth knowledge and experience with the ongoing CRS Project that BCFSA does not wish to lose at a critical time in the ongoing implementation of CRS. BCFSA therefore intends to extend the contract for an additional term of one (1) year with two (2) options to extend for six (6) months each at the discretion of the BCFSA to ensure the successful completion of Phase II and III of CRS.
Vendors wishing to object to this decision should contact Peter Mountstevens, Manager, Procurement, BC Financial Services Authority by email: Peter.Mountstevens@bcfsa.ca on or before 2:00pm local time (PST) on November 16, 2022, detailing specific reasons for their objections, proof of their capability and proven record for supplying comparable services. A Vendor's proof of ability to offer services resulting in the same or better solutions in the same time frame at lower cost will be the key criterion with regard to the consideration of Vendor objections.
