    Providence Health Care intends to execute a contract with Ballard Fine Arts. (Including sub consulting firms) to provide Professional Art Consulting services for the interior art commission scope at the new St. Paul’s Hospital.  Expertise is required in relation to contemporary art and direct experience with Indigenous artists and selected communities for the New St. Paul’s Hospital and Health Campus Project

    Interior Art Commission scope of work to include artist selection process through to management of artwork commission and final documentation comprised of the following:
    1. Opportunity #1 (Atrium Sculpture) artwork
    2. Opportunity #2 (Atrium Ceiling) artwork
    3. Opportunity #3 (Waiting Area Wall) artwork

    The maximum value of this contract will be $250,000.00 excluding tax. Providence Health Care has chosen not to complete a Request for Proposal (RFP) process but negotiate the contemplated contract for the following reasons:
     
    • Disruption of +10 expressions of interest currently underway for the new St. Paul’s Hospital Art Opportunities within the BC art community.
    • Continuity of existing process that has been approved by Providence Health Care’s governance.
    • Schedule disruptions stemming from re-orienting a new consultant.
    • Commitment by consultant on ability to complete scope of work by July 2026
    • Efficiencies/consistency gained from centralizing both the Interior and Exterior Art scopes.
    • Building on existing relationship with multimillion-dollar major donor.
    • Intricacies of City of Vancouver guidelines and requirements for art.
     
    • Requirement of Comprehensive Commercial General Liability insurance coverage in an amount not less than $2,000,000.00 inclusive per occurrence against bodily injury, personal injury and property damage
