This Negotiated Request for Proposals (“NRFP”) invites Proposals from prospective Proponents for the provision of a Call Control System solution that enables Clients, who are in BC Correctional Centres, to receive incoming voicemail and make direct-dialed telephone calls as controlled by the BC Corrections Branch in replacement of the existing call control system and services within the Province’s Ministry of Public Safety and Solicitor General.
The Contractor will be expected to provide a complete Call Control System solution, including the provision, installation, management, support and maintenance of the Call Control System with reporting functionality and provision of telecommunications services to all BC Correctional Centres during the Contract term.
The Province is looking for a solution that will both replace the existing client call control system and include new and innovative options. The Province is seeking a solution that will include communication system software, requisite hardware (handsets, ATA’s, CIU, router, etc.), data storage and maintenance, customer service/support, installation and training.
The proposed Call Control System Solution should provide Clients residing in all BC Correctional Centres with controlled telephone access to contact Client Contacts, including confidential telephone access to legal counsel and other privileged parties, while also protecting victims and witnesses and preventing threats to public safety.
It is the intent that the proposed Call Control System be installed and made fully functional according to the requirements that will be included in the Contract at no direct cost to the Province and with minimal impact on Clients residing in the Correctional Centres. The deal structure resulting from the successful Contract will be a key driving force for the success of the long-term commercial arrangement between the Contractor and the Province.
The Province intends to enter into a Contract with only one selected Proponent as a result of this procurement process, subject to the requirement for a valid Tax Verification Letter and other conditions, with a term of six years and with two options in favour of and exercisable by the Province, in its sole and absolute discretion, to extend the Contract for successive periods, each of two years. Ideally, the Contract will commence on July 29th, 2023 or earlier.
