INVITATION TO TENDER
MOSS AVENUE UPGRADES
Signed Tenders are to be placed in a sealed envelope marked, “Tender for City of Parksville, Moss Avenue Upgrades” and will be received at the City of Parksville Engineering Department at 100 Jensen Avenue East, Parksville BC up to 11 am, local time, on Tuesday, January 3, 2023. Tenders will be opened privately, shortly thereafter. The time of tender closing shall be established by the time shown on the clock in the reception area. Tenders submitted after the date and time of closing will be returned unopened to the Tenderer.
The work involves the re-construction of approximately 500 lineal metres of roadway, on Moss Avenue between Alberni Highway and Craig Street. The works include the replacement of water mains, sanitary sewers, storm sewers, sidewalks, and related appurtenances; road re-construction, complete with concrete curb and gutter; installation of new streetlighting; boulevard restoration; and other related surface improvements within the project area, including small sections of broom-finished sidewalk.
Tender documents will be available in electronic (pdf) format at no charge. Paper copies will not be provided. Tenderers must register with the City of Parksville at engineering@parksville.ca citing Moss Avenue Upgrades in the subject line to receive electronic copies of the Tender documents and any Addenda.

Tenders must be accompanied by the specified Bid Bond, payable to the City of Parksville. The schedule of completion, proposed project superintendent, subcontractors, size of workforce, proposed equipment, and previous experience on other similar projects will all be considered in review and acceptance of the tender.
Award of the contract is subject to sufficient budget funds being available for the project.
The lowest or any tender will not necessarily be accepted. The City of Parksville reserves the right to waive informalities in or reject any or all tenders, or accept the tender deemed most favourable in the interests of the City. Tenders not conforming to the specified requirements may be returned to the Tenderer without consideration.
The Owner reserves the right, at its discretion, to negotiate with any tenderer it believes has the most advantageous tender, or with any other tenderer or tenderers concurrently. In no event will the Owner be required to offer any modified terms to any other tenderer prior to entering into a contract with the successful tenderer and the Owner shall incur no liability, or costs of, any other tenderer as a result of such negotiations or modifications.
