BC Parks is seeking a qualified environmental professional firm that will facilitate and coordinate portions, roles and responsibilities of the BC Parks Impact Assessment (IA) process to support in expanding and enhancing opportunities for outdoor recreation, including new campsites, trails and upgrades to facilities.
When an action is proposed to occur within parks and protected areas (PPA), BC Parks assesses that action’s potential impacts on the ecological, cultural and recreational values so that appropriate decisions can be made. Actions can range from minor to major in terms of the potential impact on PPA values. Example actions that occur in PPA include erecting signage, replacing an outhouse, developing a trail system, installing a structure such as a backcountry hut, or developing new campsites or a new campground. Proposed actions must be assessed regardless of whether the proponent is external or internal to a provincial government agency, including BC Parks itself. BC Parks staff conduct an assessment by following the BC Parks Impact Assessment (IA) process. This process allows BC Parks staff to identify impacts on PPA values that may be associated with an action, evaluate the significance of those impacts, determine mitigation measures and assist with making decisions on whether or not the action should proceed.

This opportunity is for the West Coast Region in BC Parks.
The consultant services include the following deliverables:
• Administer and coordinate the BC Parks Impact Assessment process from start to completion for each process assigned.
• Gather information and populate it into the BC Parks Impact Assessment Form and associated documents.
• Identify potentially impacted conservation/ecological values.
• Conduct detailed evaluation of risk to conservation/ecological values.
• If required, provide any mitigation, monitoring recommendations and Construction Environmental Management Plans (CEMP).
• Potentially respond to questions from Indigenous engagement, needed amendments and/or site monitoring.
This is a multi-year opportunity that extends until March 31st, 2027 that will be used to award contracts for Environmental Professional services starting Feb 1st , 2024 until the fiscal period ending March 31st, 2025. Based on Contractor’s satisfactory performance, funding availability, and at the Province’s sole discretion, a new contract may be awarded for continuing projects.
