    Description
    1.  Introduction
    The Ministry of Social Development & Poverty Reduction provides funding for the delivery of community-based initiatives under the Community and Employer Partnership (CEP) fund, a component of WorkBC.

    The goal of CEP is to increase training and work experience opportunities in communities across B.C.  With the help of this fund, communities see job creation, positive social impacts, economic growth, and more employment opportunities. Projects help reduce poverty while strengthening the labour market and support communities experiencing impacts because of economic change.

    2.  Ministry and Divisional Overview

    The Ministry of Social Development & Poverty Reduction focuses on delivering responsive, innovative and integrated services to clients in need. The Service Plan is available on the Ministrys website at

    The Employment and Labour Market Services Division (ELMSD) of the Ministry is responsible for the development, management, and evaluation of a diverse array of employment services. ELMSD’s vision is to provide an integrated and responsive employment and labour market system. This means employment services are responsive, inclusive, accessible and client centred.



    3.   Community and Employer Partnership fund

    The CEP fund consists of four streams:

    a. Job Creation Partnerships support community-based projects that create work experience and training opportunities for eligible clients.

    b. Labour Market Partnerships (LMP) support organizations and communities facing economic changes to conduct human resource planning activities and labour market studies. LMP also includes the Employer Sponsored Training program that provides employers with financial assistance to support re-training for current employees whose jobs are at risk.

    c. Research & Innovation supports innovative research projects that test new approaches to labour market challenges.

    d. Project Based Labour Market Training supports projects that provide eligible clients with a combination of essential and occupational specific training and work experience required for entry level employment.
