    Description
    Forestry Innovation Investment Ltd. (FII) must comply with the British Columbia Budget Transparency and Accountability Act with respect to completing an Annual Service Plan and Annual Service Plan Report. To meet these requirements, and as a means of following sound management principles, FII has developed a performance management framework with various components that support our strategic planning process.
    FII wishes to maintain this framework and to continue to develop and refine the associated performance measures and targets. FII also needs to review the performance of industry organizations that receive funding from FII. Program evaluations and/or reviews are completed every two or three years during the program’s life. As FII is simultaneously funding multiple programs and initiatives across its business, it is estimated that one to two program evaluations will take place every year. Reviews can be broadly scoped or focus on specific issues within a given project area and may cover more than one project or organization. 
    The purpose of this Request for Qualifications is to identify qualified suppliers capable of designing and implementing performance management frameworks to assess performance relative to the objectives of FII.
    Key sections to consider when responding to this RFQ include:
    • Section 2.2: RFQ Service Description (pages 7-8) – A summary of the services FII requires. Proponents should review this section to understand the RFQ requirements and how their expertise matches the type(s) of services FII is looking for. Submissions should address these service requirements.
    • Section 4.5: Mandatory Evaluation Criteria (page 12) – Proponents must meet the required criteria to receive further consideration during evaluation process. Proponents are encouraged to use the checklist provided as guidance to ensure submissions are complete.
    • Sections 4.6: Desirable Evaluation Criteria (page 13-14) – Proponents should include evidence to support each of the desirable criteria requirements in their submission. This includes:
      • Providing a Summary of Expertise;
      • Outlining Qualifications & Samples;
      • Detailing Staff & Resources;
      • Providing References; and
      • Listing detailed Pricing.
