    Amendment #5 (September 29, 2022)
    The following are amended as set out in the attachment to this Amendment #5:
    1. Appendix C to the RFP (including template document) - Price Proposal - added Quantified Maintenance Services activities for Wildlife Exclusion System maintenance Local Area Specification;
    2. Schedule 1 of the Draft Highway Maintenance Agreement - Local Area Specifications - reordered vehicle inspection station maintenance and wildlife disposal facility maintenance Local Area Specifications (no changes were made otherwise to either Specification);
    3. Schedule 1 of the Draft Highway Maintenance Agreement - Local Area Specifications - added new Local Area Specification for Wildlife Exclusion System maintenance; and
    4. Schedule 2 of the Draft Highway Maintenance Agreement - Quantified Maintenance Services - added Quantified Maintenance Services connected with new Local Area Specification for Wildlife Exclusion System maintenance.

    Amendment #4 (September 14, 2022)
    The following are amended as set out in the attachment to this Amendment #4:
    1. References to Her Majesty the Queen have been updated to reference His Majesty the King throughout various locations within the RFP, including locations within Appendix A ("Third Party Documents), Appendix D ("Joint Venture Confirmation Agreement"), Appendix E ("Bring-Down Relationship Disclosure Form"), and Appendix H ("Draft Highway Maintenance Agreement");
    2. Section 1 of Appendix H ("Draft Highway Maintenance Agreement") to the RFP - Definitions - Definition of First Nation Entity;
    3. Schedule 2 ("Quantified Maintenance Services") of the Draft Highway Maintenance Agreement - corrected a typo in the document footer;
    4. Section 1 of Schedule 23 ("Indigenous Participation") of the Draft Highway Maintenance Agreement; and
    5. Section 3.1 of Schedule 23 ("Indigenous Participation") of the Draft Highway Maintenance Agreement.
    ​​​​​ADDITIONAL INFORMATION: The description of the Province has been amended to now refer to His Majesty the King, in light of the passing of Her Majesty Queen Elizabeth II. Proponents should update their Third Party Documents and Miscellaneous Document(s), as reflected in the revised templates. However, if Proponents submit any Third Party Document or Miscellaneous Document(s) following the original template, they will still be deemed acceptable for this procurement, unless otherwise noted in any future Amendments.

    Amendment #1 (August 11, 2022)
    The following are amended as set out in the attachment to this Amendment #1:
    1. Section 14.11 of the Draft Highway Maintenance Agreement regarding subcontractors and hired equipment;
    2. Local Area Specification 1.03 of Schedule 1 ("Specifications") of the Draft Highway Maintenance Agreement - Enhanced Vegetation Control; and
    3. Appendix A to Schedule 23 ("Indigenous Participation") of the Draft Highway Maintenance Agreement regarding contact information.

     The B.C. Ministry of Transportation and Infrastructure is inviting Proposals for the provision of year-round highway maintenance services for Service Area 11 - East Kootenay (SA 11). The Highway Maintenance Agreement awarded as a result of this procurement process will commence on September 1, 2023 for a 10-year term.

    This Request for Proposals follows a Request for Qualifications phase which has resulted in a list of qualified Proponents – being Respondents that are included on a Qualified Respondents List. This RFP invites only these Proponents to submit Proposals in respect of Service Area 11 - East Kootenay.     About Service Area 11 - East Kootenay
    Service Area 11 - East Kootenay is located in the south-eastern corner of British Columbia and borders Alberta, Montana and a small portion of Idaho. It has two international highway border crossings:
    • Highway #93 into Montana;
    • Highway #95 into Idaho;
    and two highways that cross into Alberta:
    • Highway #3 in the Crowsnest Pass;
    • Highway #93 into Kootenay National Park (maintained by the Federal government)
    The western boundary of SA 11 adjoins Service Area 10 on Highway #3, and Service Area 12 to the north on Highway #95. Highway #3 is an important trade route between Alberta, BC and through to the US. SA 11 encompasses the cities of Invermere, Kimberly, Cranbrook, Fernie, Elko, Sparwood and Elkford. Along with these cities, five large coal mines are located in the Elk Valley that contribute to the highest volumes of traffic in the service area. Support and supply companies for the mines further add to these volumes. In addition, SA 11 experiences the highest rate per kilometer of wildlife-related highway incidents in the Province. SA 11 has approximately 3,600 lane kilometres of maintained roads (which includes approximately 570 lane kilometres of numbered highways), 12 rest areas, and approximately 112 structures (including 105 bridges and 7 structure-size culverts), as well as five tunnels, and approximately 40 retaining wall structures.

    Knowledge Sharing Event
    Proponents are invited to the Knowledge Sharing Event (as defined in the RFP) regarding the Schedule 23 ("Indigenous Participation") of the Highway Maintenance Agreement. The Knowledge Sharing Event is scheduled to be held in two separate meetings with the first meeting occurring August 16, 2022 at 10:30 am (Pacific Time) on Microsoft Teams and the second meeting occurring September 9, 2022 at 9:00 am (Pacific Time) on Microsoft Teams. Details regarding accessing the event via Microsoft Teams are included in the RFP Summary Details and in Section 4.2 of the RFP document. The first meeting will include participation from the Ktunaxa Nation and the second meeting will include participation from the Shuswap Nation.
