Economic impact assessment (EIA) of the horseracing industry of British Columbia

Description
The Gaming Policy and Enforcement Branch (GPEB) is required by legislation to regulate horse racing and is responsible for the overall integrity of horse racing in British Columbia. To support the Province’s understanding of the total economic impact of the industry, as well as the wider contributions that the industry makes to BC’s economy, GPEB is requesting proposals from interested proponents for the supply of:
• An economic impact assessment (EIA) of the horseracing industry of British Columbia.
The selected contractor would measure and analyze the direct, indirect, and induced impacts of the horse racing industry in terms of gross domestic product (GDP), employment (FTE jobs) and total taxes generated resulting from thoroughbred and standardbred horseracing. Additional data would need to be collected (ie. number of registered racehorses in the province, purses paid) to show trends in the industry. The selected contractor will then synthesize this information into a report for the Province which could be readily disseminated, in part or in its entirety, to the Federal Government as well as industry partners.
To collect the required data, the selected contractor may need to conduct general market research of the industry, including the design, development, and deployment of surveys to industry participants and associations, both online and at racetracks during August to October of 2024.
Interested contractors are also encouraged to include additional options related to the Provincial Government’s investment in the sector, including options to support a self-sustaining model for the industry as well as the social and community contributions of the horse racing industry.
The targeted completion date for a completed Economic Impact Assessment (EIA) of the horse racing industry is end of December 2024.
