Notice of Intent to Award a Contract
Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to Northwest Hydraulic Consultants (the “Service Provider”) for the following:
The primary water supply line to Abbotsford from the Norrish Water Treatment Plant has been recently been discovered to be exposed in the bottom of the main channel of the Fraser River.
Scope of Services
The scope of services includes engineering services for urgent works to restore protective cover over the section of exposed water supply main. The high pressure (350psi) large diameter (900mm) steel water supply is the primary supply line to Abbotsford from the Norrish Water Treatment Plant, that has been recently been discovered to be exposed in the bottom of the main channel of the Fraser River. Northwest Hydraulic Consultants are already doing design work in the same area and can quickly complete a design and be ready for construction window of January – February 2024.
Rationale for Contemplating a Direct Award
The City is contemplating a direct award with the Service Provider for the following reasons:
The value of the contract is expected not to exceed $150,000.00 CAD plus applicable taxes.

Respondents objecting must outline specific reasons for their objection in their email as well as demonstrate their ability to perform the contemplated work and/or services and show availability and resources. The Respondent’s ability to provide goods and services of the same or better quality and price and within the required period will be the key criteria used in the consideration of any Respondent’s objections.

Rationale for Contemplating a Direct Award
The City is contemplating a direct award with the Service Provider for the following reasons:
- The consequences of this pipe failing include a precautionary city-wide boil water advisory, the severe curtailment of water service to the community, impacting economic activities, domestic needs of residents and impairment of firefighting capabilities. A repair would be costly and complex. Environmental damage would be caused in the Fraser River due to the release of a large volume of chlorinated water. Erosion damage due to the high-pressure release of water could damage the bank of the Fraser River and potentially compromise the Matsqui Dike. With the objectives of public security and safety and the protection of human, animal and plant life and health, it is important that the provision of services be expedited as delays increase the risk of pipe failing.
