Description
In the fall of 2020, the District observed a significant horizontal crack on the upstream side of the Thirsk concrete arch dam near the interface of the original 1941 concrete and the newer addition.
The District of Summerland intends to direct award a contract for professional engineering services to support further site investigations, to complete the detailed design of remedial works for Thirsk Dam, and to provide technical support and contract administration services during the repair and remedial work.
The scope of work includes:
The District intends to award this work to WSP Canada Inc. for a total estimated contract price of up to $255,000 plus taxes, including all optional services (e.g. services during construction, dam deformation monitoring with quarterly surveys for a period of two years, etc.), rate increases for 2025, and contingency.
The District has chosen not to compete this procurement for the following reasons:
WSP Canada has extensive experience working with dam regulations in British Columbia and are therefore experienced navigating the permit process with the Dam Safety Office. WSP Canada and their proposed team have extensive experience with engineering concrete dams, completing structural assessments for concrete dams, and overseeing repairs/remedial work related to dams. Furthermore, WSP Canada and its team has experience with concrete arch dams specifically. In this respect, we feel WSP Canada is uniquely qualified to perform the work while meeting the requirements of the procurement including timelines, budget, and contractual terms and conditions.

The letter must outline the reasons for your objection and confirm your ability to provide the services at a similar or lower price within the same time frame. The letter must clearly demonstrate your experience and qualifications with respect to engineering related to concrete dams and concrete arch dams specifically, completing structural assessments of concrete dams and concrete arch dams specifically, and overseeing remedial construction work on concrete dams. The letter must also confirm your willingness to (a) maintain professional liability insurance in an amount of no less than $2,000,000 per occurrence and $5,000,000 in the aggregate and (b) accept a limit of liability not lower than $2,000,000 for professional liability claims, except in the case of negligence, fraud or willful misconduct, in which case liability shall be unlimited. Additionally, your letter must confirm your ability to complete the site investigations and provide a detailed design and specifications no later than March 2025, assuming a contract award is made in mid-August (the soonest a competitive process could be completed), or must provide alternate timelines that would still see remedial works completed as soon as possible. These items will be the criterion used to determine whether the direct award will be competed.

- Develop a scope of work and technical specifications for a contractor to complete concrete coring into the upstream face of the dam and conduct lab testing on concrete samples. Provide concrete test and condition assessment report.
- Provide environmental management plan.
- Prepare a survey plan for completing quarterly deformation surveys to monitor surveyed deformation of the dam crest. Optionally provide dam deformation monitoring with quarterly surveys for a period of two years.
- Review remedial options and complete required engineering design for repair of the surface concrete deflects including the existing crack on the upstream face of the dam, as well as other areas highlighted for repair from site investigations.
- Prepare design drawings, technical specifications and design support during construction. Support the District with procurement and selection of a contractor to complete the repair work.
- Optionally, provide technical support, contract administration, and project management services during remedial construction activities.
- Coordinate with Dam Safety Office as required, including preparing permits for investigations and remedial works.
- Provide final report and record drawings.

- Where it can be demonstrated that only one supplier is able to meet the requirements of a procurement.
