Splunk Cloud
The Insurance Corporation of British Columbia, ICBC, hereby gives notice that it intends to direct award a contract to CDW Canada Corp., located at Suite 1700, 185 The West Mall, Etobicoke, Ontario M9C 5L5, for the following products:
(1) Splunk Enterprise Cloud licenses
(2) Splunk ITSI licenses and
(3) Splunk data storage.
CDW Canada Corp. is an authorized reseller of Splunk product licenses and support services.
ICBC uses Splunk on premise as a core capability for complex, real-time, 24/7 network log management and monitoring. Splunk is a foundational technology solution as it is deeply embedded in ICBC’s IT operational and replacement at this time would cause significant inconvenience and costs. ICBC intends to have a 3-year contract. The overall value is approximately $ 2,500,000 plus taxes over 3 years.
ICBC’s current IT strategy is to consider cloud applications before on-premise applications. As part of this direction, ICBC will be adopting a cloud version of the Splunk application for log management and monitoring of its IT landscape. Reinforcing this decision, Splunk Cloud includes privacy breach monitoring functionality that is not available with Splunk on premise deployment. This additional functionality would enable ICBC to strengthen our privacy breach monitoring capabilities.
By October 2026, ICBC intends to conduct a public procurement to select a SaaS application to manage and monitor all of ICBC’s logs for its cloud and on-premise environment.
Vendors wishing to object to this decision should send an email to sourcing@icbc.com by October 20, 2023, 12:00 pm PT with specific reasons for their objection and citing “NOI 3909 Splunk Cloud” in the email message subject line. Vendor solution qualifications, compliance with BC laws, the ability to provide the same level of features at a lower costs and location of cloud infrastructure, will be key criteria for consideration of the vendor’s objections.
