Vancouver Coastal Health Authority (VCH) intends to overhaul Chiller 3 and Cooling Tower 3 (the Project) for Vancouver General Hospital (VGH). The value of these contracts is anticipated to be $550,000.00 to $750,000.00 plus tax.
VCH has chosen not to complete a public tendering process for the Project but negotiate the contemplated work and contracting for the following reasons:
Provide proof showing your qualifications, work plan, OEM authorizations, parts supply, repair and overhaul experience, insurance coverage, bonding coverage and WorkSafe BC clearance letter related to the requirements defined in this NOI. Only challenges from qualified authorized contractors will be reviewed.

VCH has chosen not to complete a public tendering process for the Project but negotiate the contemplated work and contracting for the following reasons:
- Chiller 3 and Cooling Tower 3 are currently serviced by Trane on site at VGH doing maintenance and service repairs on VGH Chiller and Cooling Tower fleet under their competitively bid maintenance and service contract which includes major repairs and joint improvements. VGH has experienced major repairs on both units which are in need of overhaul;
- Chiller 3 is a 1280 ton centrifugal chiller manufactured by Trane in 1991. Trane has the expertise, knowledge, experience and original equipment manufacturer (OEM) parts and engineered replacements for the compressors, bearings and other work in a Chiller 3 Overhaul. Chiller 3 is due for overhaul by ASHRAE and industry standards for continued reliable operation and extended lifespan.
- Cooling Tower 3 is a 1280 ton open water cooling tower manufactured by Baltimore Aircoil Company (BAC). It is due for overhaul, major repairs and refurbishment. This includes recoating part or all of the tower, replacing the fill, bearings, shafts, motors and others items for reliable operation and extended lifespan. Baltimore Aircoil Company represented locally by H.R Hudson as the OEM has the expertise, knowledge, experience, OEM parts and engineered replacements for Cooling Tower 3 and is appropriate for this work in the Project;
- Cooling Tower 3 and Chiller 3 are critical workhorses for VGH year round. The Project needs to be completed prior to the spring-summer season to minimize and eliminate impacts to clinical, facility operations and patient care;
- There are synergies and savings in time and specification work with Trane and BAC for the Project completing it at a lower cost in a shorter timeframe with the most appropriate expertise for extended reliable operation. These units are engineered, designed and manufactured by Trane and BAC. The Project should be completed by them which VCH wants to disclose in advance to any other potential pre-qualified and authorized bidders for this work;
- A Consent of Surety issued by a surety company registered to transact business in the Province of British Columbia would be required with appropriate Comprehensive Commercial General Liability insurance of $5,000,000 or more, WorkSafe BC clearances for other companies interested in this work;
