Notice of Intent to Award a Contract
Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to IPL Inc. (the “Service Provider”’ the “Supplier”, etc.) for the following: City of Abbotsford – Residential Waste Cart SupplyThe contract will be until 2031.
Background
The City of Abbotsford has an existing agreement with IPL Inc – 1220-2019-2313E for the supply of residential carts that began in April 2021, following a competitive procurement process. This agreement provides a 10-year unconditional, non-prorated warranty (until 2031) covering defects in materials workmanship, including but not limited to freight charges to the City’s Public Works Yard, applicable taxes and all other associated costs required to deliver replacement carts or parts to the City.
Scope of Services or Specifications
IPL Inc will provide warranty replacements, parts and service support for existing inventory until 2031.
Rationale for Contemplating a Direct Award
The City is contemplating a direct award with IPL Inc for the following reasons:Approx. 80,000 IPL carts are currently deployed across the City. Continuing with the same make, model and style ensures uniformity in cart appearance, quality and performance, while also streamlining planning for the large-scale replacement that will be required City-wide in 2031. Staying with IPL avoids the need to stock and manage parts for two different cart manufacturers, which would add unnecessary operational complexity and costs. Most carts purchased in 2021 will remain under warranty until 2031. Having a single supplier reduces risks related to warranty claims and ensures continuity in service. Using a second supplier could create additional administrative burden when tracking warranty coverage and handling service claims. The City’s garbage truck onboard systems are equipped to read RFID tags embedded in IPL carts, as required under the current agreement. Changing to a different cart supplier may result in inconsistency or incompatibility with these systems, potentially requiring costly upgrades or replacement of onboard technology. The cart inventory management program (Innovasuite) is embedded with IPL and tightly integrated with Tempest. A change may break these integrations and require costly redevelopment.Contract Value:
The value of the contract is expected not to exceed $900,000.00 CAD plus applicable taxes.

Submissions by other methods will not be accepted.
Respondents objecting must outline specific reasons for their objection in their email as well as demonstrate their ability to perform the contemplated work and/or services and show availability and resources. The Respondent’s ability to provide goods and services of the same or better quality and price and within the required period will be the key criteria used in the consideration of any Respondent’s objections.
