Notice of Intent to Award a Contract

Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award for continued maintenance services for the use of AMANDA Application Platform. AMANDA is currently embedded in our operational infrastructure and Granicus Inc is the software owner and is the sole systems support services provider. The software supports critical business functions across multiple departments and is integrated with multiple systems across the organization.

Justification:
  • Operational Continuity: The AMANDA software is deeply embedded across multiple City departments related to complex permitting workflows and by-law enforcements. We have invested a large amount of time and resources as part of our digital strategy in the AMANDA system over the past 3 years to allow on-line applications and mobile electronic workflow. Replacing it would cause significant disruption to services and require reengineering of integrated systems.
  • Disruption to Services: The AMANDA software supports critical business functions across major City departments. Replacing it could lead to downtime and service delays.
  • Data Migration Issues: AMANDA manages significant data related to majority of permits issued by the City. Transitioning to a new system poses risks of data loss, corruption, or compliance breaches.
  • Financial Impact: Transitioning to a new platform would incur substantial costs including licensing, implementation, training, and data migration.
  • Organizational Risk: Staff are trained on the current AMANDA platform. A change would result in productivity loss and require extensive retraining.
  • Training Burden: New systems require extensive training, impacting staff productivity.
  • Loss of Institutional Knowledge: Customizations and workflows developed over time may be lost.
  • Compliance Gaps: Ensuring new software meets privacy and regulatory standards (e.g., FOIPPA) would require significant review.

  • Term: 5 Years – January 1, 2026, to December 31, 2030

    Submission of Objection Notice
    Any Respondents who wish to challenge this decision must submit a written response detailing their ability to meet the requirements without disruption to operations.  Objections must outline specific reasons for the objection as well as demonstrate the ability to provide the services and show availability and resources.

    Objections should be emailed to the attention of Sailesh Kapadia, Buyer III, Procurement Services at https://abbotsford.bidsandtenders.ca by Friday, January 2, 2026, no later than 2:00 p.m. local time.
