- Overview of Contemplated Contract:
The high-level details of the equipment to be provided under the contemplated contract are generally described below:
- Bobcat UTV with a maximum width measuring 60 inches (62 inches with bucket attachment).
- Machine operates as both a UTV (Utility Task Vehicle) and skid steer loader.
- Snow blower/thrower attachment (not a blade attachment).
- Sand and salt spreader in rear box attachment.
- 62” Heavy Duty Bucket attachment.
- Dump box attachment.
- 48 month warranty.
- Various other accessories and attachments including; backup alarm, signals, flashers, tail lights, mirrors, engine block heater, heavy duty battery, power bob-tach, radio, rear-view camera, traction control, and 20PH auger drive unit,
- Supply and delivery of all of the above equipment at Kelowna, BC.
- Contract Term and Maximum Contract Value:
- Rationale for Contemplating a Direct Award:
- The District believes, but cannot strictly prove, the Supplier is the only vendor that can provide a narrow-width UTV/skid-steer that does not exceed a total width of 62 inches including bucket, and includes the following features which are required for the District’s narrow trail system along the Mission Creek Greenway Regional Park in Kelowna, BC:
- Unit operates as both a UTV and skid steer, including a bucket and dump box.
- Snow removal attachment is a snow blower/thrower, and not a blade
- The salt and sand spreader attachment in the rear box.
- The above equipment can be delivered within 2 weeks of contract execution, ready for use during the Spring/Summer parks season.
- The equipment and services identified in section 1 can be supplied for a total cost of $126,000 or less (excluding taxes).

- Submission of Challenges:
- Any Challenge submitted to this NOI is required to be in English and must be submitted in writing via email to the Official Contact only. The ‘Official Contact’ is: Purchasing Agent –Regional District of Central Okanagan. Email Address to be used is: purchasing@rdco.com
- Challenges to the NOI must be received by the Official Contact, at the email address above, before the NOI Closing Date and Time. Challenges received after the NOI Closing Date and Time will be disregarded.
- Challenges to this NOI must include the following information at a minimum:
- The legal name of the individual/organization submitting the Challenge.
- The reason for the Challenge.
- A statement confirming that the individual/organization submitting the Challenge can supply equivalent equipment as contemplated in section 1; and can meet all contract pre-requisites that the District considers as rationale for Direct Award, that are listed as items a), b) and c) in section 3.
- Signature and date of the individual or officer of the organization submitting the Challenge.
- Review of Challenges:
- If the District receives a Challenge to the NOI before the Closing Date and Time, the District must assess whether the challenge is justified; and whether a competitive process should be undertaken.
- If no Challenges to the NOI are received prior to the Closing Date and Time or no Challenge is submitted which meets the requirements outlined in 4. a) iii. that, in the sole opinion of the District, warrants the District issuing a further public competition for the contemplated contract; then the District may commence contract negotiations with the Supplier for the equipment described in the NOI.
