Description
Vendors are noted the following changes have been made to this NRFP:
ICBC is seeking a qualified and experienced Proponent for the provision of a human capital management (HCM) solution and any necessary professional services to implement and support the solution. It is ICBC’s expectation that Proponents provide a cohesive and integrated modern HCM solution with a wide range of native capabilities that can support ICBC’s desired business outcomes in relevant functional areas. Upon successful deployment of the selected solution, ICBC envisions zero to minimum customizations, fewer applications and integrations to manage, and greater HR capabilities across the workforce.
Only the Original Equipment Manufacturers (OEM) of a cloud HCM solution is permitted to respond to this NRFP and submit one Proposal per OEM. An OEM may submit the Proposal on its own or authorize its integration partner to submit the Proposal on behalf of the OEM.
If you are an OEM who elects to provide implementation services through your own forces, you may submit the Proposal for both the HCM solution and implementation as requested under this NRFP.
If you are an OEM who elects to provide implementation services through an authorized partner (the “System Integrator” or “SI”), you must nominate an SI and include the identity of such SI, their experience and capabilities, their proposed implementation personnel, implementation approach and project plan as requested under this NRFP. Note an OEM must only nominate one SI in its Proposal. And an SI must not be nominated by more than two OEMs.
If your HCM solution is selected, ICBC may purchase the solution from you and implementation services from you or your SI and enter into the Contracts accordingly.
For the purposes of this NRFP, only an OEM will be referred to as a Proponent; and any SI must be authorized by an OEM (i.e. the Proponent) in order to participate in this NRFP.
Interested vendors of this NRFP must meet or exceed a set of mandatory requirements (including mandatory SaaS requirements) and provide sufficient supporting evidence before they can be considered for further evaluation. To receive a full assessment by ICBC, Proponents must also satisfy minimum threshold requirement and should fulfill business requirements set out in the NRFP for functionality, integration capability, implementation, and post-implementation upgrade and support. All other attributes of the proposed solution that are not required may be optional and considered as additional capabilities.
