To eliminate the risk of bidder disqualification based on failure to re-submit in response to an Amendment, as required by the new BC Bid rules, BC Hydro has changed its practice as of November 24, 2022, such that all changes to BC Hydro (including Q&As and Addenda) are now treated as “Addenda” (and not “Amendments”) within the BC Bid rules and, as such, no longer require re-submission by the bidder of any already made submission. Supplier Registration
Interested suppliers should note that BC Bid has upgraded its platform and that registration (or re-registration) in the new platform is necessary in order to respond to any opportunity after May 30, 2022. Agreement signed by the potential Proponents whom the person is representing.

The purpose of this Request for Proposal (RFP) is to invite the interested parties to submit proposals for the construction works required for the flow control improvements at the Comox Dam, the Puntledge Dam and Penstock, and the Puntledge Powerhouse near Courtenay, B.C.
The work within this project includes refurbishment and upgrade of several key assets to improve reliability and public safety of the flow control equipment associated with the Puntledge Generating Station. This involves work at Comox Dam, at Puntledge Dam, on assets connected to the penstock and within the powerhouse. The major assets that will be improved by the project include: the Spillway Operating Gates (SPOGs), SPOG hoists, Intake Operating Gates (INOGs), INOG hoists, the penstock’s air relief valves, some penstock instrumentation, fish screen controls, Turbine Inlet Valve (TIV), Pressure Relief Valve (PRV), and selected powerhouse equipment. The work requires civil/structural, mechanical, electrical, protection, controls, and communications improvements.
BC Hydro plans to hold a MANDATORY site visit on May 16, 2023. Proponents should pre-register to attend the Site visit. Refer to the Site Visit Protocol document for further details.
To obtain the RFP packages, the potential proponents are requested to sign a non-disclosure agreement (RFP_17409_Confidentiality_Agreement.doc) and must be registered with BC Bid.
Delivery or completion date is November, 2025.
This procurement may involve negotiation.
This opportunity is subject to Chapter 5 of the Canadian Free Trade Agreement.
All responses should be in English.
