City of Prince George is seeking proposals from qualified consultants who can demonstrate the appropriate experience needed to provide design services for the upgrade of the Carrie Jane Gray Park located in Prince George, British Columbia.
This multi year project is to upgrade Carrie Jane Gray to one of Prince George’s premier sport hub facility as identified through the ball diamond and sport field strategy meeting the growing needs for our community multi purpose sport facility. This project will start with a phase 1 concept design development before moving to phase 2 detailed design and finally phase 3 construction contract administration.
The concept plan will guide planning, development, and management of Carrie Jane Gray Park. The concept plan will guide development of this premier sport hub to maximize use of space and efficient design and may include the possibility of a new multi-sport synthetic turf surface for extended seasons of play, ball diamond refurbishment, paved parking lots and trail systems, sewer connections, and overall park formalization with signage programs, pedestrian lighting, and tree planting. The Consultant will be expected to provide a design-build-bid model including plan, design, and cost estimates to inform this multi-year capital project.
This plan will build on Carrie Jane Gray Park master plans from 2006 and direction set through the 2017 park strategy and 2018 ball diamond and sport field strategy. Carrie Jane Gray Park is a centrally located 40 hectare premiere sport hub that provides multi-sport opportunities for all ages and provides sport tournament hosting provincial and national competitions and tournaments.
The park offers opportunities for expanded use which could be realized through improvements such as:

The park offers opportunities for expanded use which could be realized through improvements such as:
- Addition of a second synthetic multi-sport turf surface for football, soccer, field lacrosse, rugby, etc. that would extend seasons and be valuable for tournament hosting across from Masich Place Stadium & PGSS sport field complex.
- Best use of valuable space in this crucial athletic hub corridor – behind the new fire hall where an old ball diamond was removed, behind City Field Stadium and space between Minor Girls and Minor Boys Home Park.
- Upgrading existing ball diamonds such as Rotary Field and Spruce City Minor Boys Home Park for use by different age groups with multiple base plugs, temporary pitching mounds, and moveable outfield fencing.
- Moving facilities such as the Minor Boys softball field, Citizen Field, and the lacrosse box to alternative operational models that increase community access;
- Repurposing the Minor Girls softball diamond to a fenced dog park due to the significant ground heaving in this location which limit sport use.
- Redeveloping the washrooms and parking area north of Massey Drive.
- Installing automated irrigation throughout the park lawn areas.
- Providing a formalized trail system throughout the park with connections to the Heritage River Trail System.
- Providing amenities such as a playground, food truck pads, and lighting; and,
- Connecting facilities to City services such as sewer and continued upgrading of roads and parking lots to paved surfaces.
