Description
BC Timber Sales Kootenay Business Area encompasses the southeast corner of British Columbia and contains the Arrow, Kootenay Lake, Cranbrook, and Boundary Field Units. The Kootenay Business Area operates under our Kootenay Business Improvement (KBI) initiative. This initiative is founded on the principles of Continuous Improvement (CI). KBI consists of eight working groups (Planning, Development, TSL Award, Post Award, Silviculture, Engineering, Business Administration and GIS) comprised of BCTS staff and a “Core” group composed of the chairs of the working groups. Each working group is charged with developing and maintaining business process diagrams, user guides, and data integrity management tools specific to their area of business.
BCTS has the requirement for a Registered Forest Professional (RFP) to provide cost effective support services to our KBI program. It is the intent of this RFP to evaluate and engage key personnel with the necessary administrative, professional, and technical skills to fulfil the role of KBI Support.
BCTS requires a Registered Professional Forester to provide support for various administrative and operational initiatives within the Business Area. This role will include leading public engagement, consultation efforts, and supporting FN communications for proposed BCTS forestry operations including in person meetings (individuals or groups), telephone conversations, and written methods of communication. This individual may also be engaged in writing operational plans or amendments to operational plans, stocking standards, etc. This position will work with and support field unit Woodland Supervisors and KBA management staff.
BCTS requires, on an “as needed” basis, an individual with experience in data entry and data management to support BCTS staff to ensure data in the BCTS LRM corporate forestry database is updated concurrently and accurately. The intention of this RFP is to award a 15-month contract with the opportunity to renew for four additional 12-month terms.

Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package.
The lowest priced or any tender will not necessarily be accepted.
Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.
Supervisors and workers will need to be familiar with these changes prior to commencement of operations. These documents are posted on our external EMS/SFM website at BC Timber Sales - Business Area Environmental Management System (EMS) and Sustainable Forest Management (SFM) - Province of British Columbia (https://www2.gov.bc.ca/gov/content/industry/forestry/bc-timber-sales/forest-certification/ems-sfm). As a condition of finalizing any service contracts with the Province, including service contracts arising from procurement processes, those contracts will require that all contractors and their personnel and any subcontractors and their personnel who will access BC government workplaces be fully vaccinated with COVID-19 vaccines approved for use in Canada, subject to any authorized exemptions. Such contracts will contain associated provisions required by and satisfactory to the Province regarding the foregoing, which may include provisions regarding mitigation measures for exempt personnel, compliance, enforcement, and the use of an attestation certifying compliance or presentation of a BC Vaccine Card by personnel.
Unverified bid results will be posted to BC Bid after tender opening and once awarded the contract award results will be available on BC Bid.
