Closing date and time 2024/06/07 16:30 EDT

    Description
BC Timber Sales is seeking the services of qualified, experienced professionals to assist in the development of timber sales licenses through the reconnaissance of access, timber values, and FRPA values for the purpose of providing BCTS with accurate information required for the planning of future harvest opportunities.

BCTS invites proposals from firms specializing in, or able to subcontract for:
    • Analysis of data to propose timber opportunities
    • Assessment of potential access including: major control points, average grades, stream crossings, potential quarries, pits and spoil sites, side slope, preferred and optimal road locations, and record of associated features
    • Estimation of timber harvest potential including: volume, species composition, area, total volumes, timber grades, deflection analysis, retention anchor spots, and boundary locations
    • Assessment of stand attributes against old growth deferral criteria, AREC etc.
    • Recognition and data collection for protected or unique features such as nests, dens, karst, cultural heritage sites, and large cultural and special trees
    • Identify areas of concern where there is a need for additional information requirements or specialist assessments, and provide assessments for those values as completed by a qualified professional (biologist, archaeologist, professional engineer, geotechnical engineer, terrain specialist etc.)
    • Experience in use of BCTS databases, ArcGIS and .kmls, reconnaissance reporting and mapping as per contracted requirements and data standards

The objective of this proposal is to establish a contract with a forestry/natural resource consulting firm that has the resources, capacity, and relevant experience to maximize harvest volume opportunity with an efficient approach.

Work Sites will range across the BC Timber Sales, Strait of Georgia Chart; primarily north Vancouver Island with some sites located on the west coast of the mainland and on islands within the Strait.  Marshalling point will be Campbell River unless otherwise agreed upon.

The term of the contract will be from award to March 31, 2025. The Contract contains an ‘option to renew’ clause whereby the Ministry reserves the right to extend but is under no obligation to extend the Contract for a further term of up to 12 months, to a maximum of five terms, subject to funding and satisfactory performance of the Contractor.  As extension is not assured, Proponents are cautioned to prepare their price on the basis of a single term contract only. Should the option-to-renew be exercised, the bid rate or bid price is expected to remain unchanged in the subsequent term or increased by a small percentage as dictated by ministry directives.

Further details as to the scope of this opportunity and the requirements can be found within this RFP.

    Contract duration

The estimated contract period will be 9 month(s).
