Description
PHSA invites Proposals from qualified parties for the supply of the Services to the Health Authorities in accordance with the specifications and requirements set out in this RFP. The Services specifications are identified in Appendix I (Specifications).  The Services are to be provided to the facilities listed in Appendix B (List of Participating Health Authority Facilities). These facilities are split into (2) two service areas.  Proponents may submit Proposals for each individual service or both together.
1.  Service Area A - Fraser Health Authority, Provincial Health Services Authority, and Vancouver Coastal Health Authority.
2.  Service Area B - Interior Health Authority. 
Service areas in other Health Authorities will not be part of the initial scope of the Contract but may be extended to other Service Areas as permitted under the Contract at the sole discretion of PHSA. 
The Health Authorities are seeking innovative Proposals from Proponents that clearly demonstrate their ability and experience, without limiting the Specifications set out in Appendix I (Specifications), in providing:
  • high quality services, demonstrating value for money;
  • standardized transport containers (for laboratory and pharmacy specimens and goods);
  • handling and chain of custody and auditing;
  • temperature tracked and regulated shipments with a compliance guarantee;
  • consistent, reliable, and agile service through operational and customer service excellence;
  • regular access to records on compliance with all applicable laws;
  • appropriately trained personnel,
  • accurate and verifiable service delivery data;
  • service capability in more rural areas to meet Health Authorities’ needs where possible;
  • a strong and sustained commitment to contract compliance through collaboration with clients;
  • managing increases and decreases in courier volumes and adjusting routes and prices accordingly;
  • using technology to optimize courier services based on the ever-changing needs of the Health Authorities; and
  • operations that align with the Health Authorities policies on environmental sustainability, cultural safety, and Indigenous reconciliation.
Proponents should note Section 4.4(d)(2) and are advised that the intention of this RFP is for a multi-award scenario by Service Area, Health Authority or any such combination determined by PHSA.

The estimated contract period will be 120 month(s).
