Notice is hereby given that Fraser Health Authority (“FHA”) (the “Health Authority”), through its agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide a unit of BenchMark ULTRA system, proprietary reagents and services  for five (5)  years to Royal Columbian Hospital at an estimated value of CAD$ 998K.

PHSA, as agent for the Health Authorities has chosen not to proceed with a competitive process for the following reason
  • the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
  1. due to an absence of competition for technical reasons
Royal Columbian Hospital (RCH) requires one (1) unit  BenchMark ULTRA system, utilizing Roche's proprietary HER2 CISH DNA Kit, to get the quantification of the HER2 oncogene and direct the breast cancer patient to targeted therapy. Additionally, with Roche’s Ultra platform and HER2 CISH DNA kit, RCH will produce the HER2 oncogene status within five business days and thereby greatly and positively impact the speed of the treatment planning for the breast cancer patients. VENTANA Her2 DUAL ISH Assay is the only Health-Canada approved CISH staining assay of its kind on the market, for bright-field microscopy interpretation.  Roche Diagnostics is sole manufactory and the distributor to provide the technology in Canada.

PHSA will review any and all issues received by this date and provide due consideration to each objection.
