Notice is hereby given that the Provincial Health Services Authority, Fraser Health Authority, Interior Health Authority, Northern Health Authority, Vancouver Coastal Health Authority, and Vancouver Island Health Authority (the “Health Authorities”), through their collective agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following Supplier to provide and supply Precision Biologics Reagents - Specific Controls and Specialty Plasmas, for a term of three (3) years(2+1) at an estimated value of $ 300,000.00.

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority(s) has chosen not to proceed with a competitive process for the following reason the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
  1. A change of supplier would cause significant inconvenience or substantial duplication of costs for the procuring entity.
The various hematology laboratories across the six (6) Health Authorities in BC requires the continued supply of these highly specific plasma controls and reagents from Precision Biologics ensuring compatibility with their currently existing laboratory testing equipment. Precision Biologic provides these products in an especial frozen format. The frozen products offer numerous benefits over alternative products. Perhaps most important, frozen format eliminates the reconstitution errors often associated with lyophilized, or freeze-dried, products. Frozen format is also fast and easy to prepare, and Precision Biologic products come in compact, colour-coded packaging for easy storage and location in freezers.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Poorya Kooche baghy – Procurement Analyst, by email to poorya.koochebaghy@phsa.ca before 2:00pm Pacific Time, 2nd November 2023. PHSA will review any and all issues received by this date and provide due consideration to each objection.
