Notice is hereby given that Vancouver Coastal Health (the “Health Authority”), through their agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide Hardware and Software Upgrades for Transfusion Medicine Fridge for BC Cancer - Vancouver at an estimated value of $120,276.00

In accordance with applicable trade agreements, PHSA, as agent for Vancouver Coastal Health has chosen not to proceed with a competitive process for the following reason:
  • the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
  1. due to an absence of competition for technical reasons
The existing fridge at BC Cancer – Vancouver is no longer able to sustain appropriate temperatures in alignment with Health Canada requirements. Therefore, it requires an upgrade of hardware and software to ensure the traceability of blood products. The software acts as an extension of the blood bank information system to provide the program with the control, visibility, and traceability it needs to safely and properly store and dispense blood products in clinical areas and verify that the right blood is transfused to the right patient at the bedside. Haemonetics Corporation is the only vendor that designs hardware and software that is compatible with the fridge and incubator in alignment with Health Canada requirements.

PHSA will review any and all issues received by this date and provide due consideration to each objection.
