Notice of Intent to Direct Award
     Issued: April 26, 2024
    File # PHSA 13311
NOI Title: MiraQ Vascular Flow Monitor
    Provincial Health Services Authority

Notice is hereby given that Fraser Health Authority (the “Health Authority”), through their agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide one Mira Q Cardiac Flowmeter for Royal Columbian Hospital for a term of two (2) years at an estimated value of $124,280.00.

     Medistim Canada Inc.
130 King Street West, Suite 1900

    Toronto, Ontario M5X 1E3

In accordance with applicable trade agreements PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:

    • the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
    1. to ensure compatibility with existing products/systems
Medistim is the only vendor that provides the unique ultrasound technology with transit time flow measurement (TTFM) and proprietary database to allow RCH surgeons to do side by side comparison patient files and do pre/post procedure comparisons that maybe on the other Medistim MiraQ. The department at RCH already owns the same equipment and is seeking to make one additional purchase for RCH Phase2 Project to meet the expansion needs. This equipment is the only system that can combine both ultrasound imaging and transit time flow measurement in a single report, database, and comparison from case to case.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Morvarid Ghasemi, by email to morvarid.ghasemi@phsa.ca before 2:00pm Pacific Time, May 7,2024. PHSA will review any and all issues received by this date and provide due consideration to each objection.
