Notice is hereby given that Provincial Health Services Authority (the “Health Authority”), through their agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide one NAEOTOM Alpha Photon-counting CT System and Services for BC Cancer Vancouver Centre for a term of five (5) years and two (2) options year at an estimated value of CAD$ 4,796,255.50 including taxes.

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:
  • the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
  1. due to an absence of competition for technical reasons.
The medical imaging demand for CT scans has consistently exceeded the capacity of the current aging scanner at BC Cancer Vancouver Center, highlighting the need for ongoing advancements in the center’s imaging capabilities. The existing CT Scanner is due for replacement as its limited capacity has led to scheduling constraints and potential oncology patient care delays. Siemens is the only supplier available on the market capable of providing a Health Canada approved Photon Counting CT that will allow for improved spatial resolution, higher dose efficiency, no electronic noise, improved contrast resolution, lower radiation dose and/or iodine loads for patients, ability to detect smaller lesions and multiphase imaging in a single scan, which yield better patient safety and care, increases capacity, reduce wait times, and contribute to better overall healthcare outcomes.

PHSA will review any and all issues received by this date and provide due consideration to each objection.
