Notice is hereby given that Provincial Health Service Authority (the “Health Authority”), intends to directly award a Contract to the following supplier for the supply of a software tool for clinical coding for Provincial Health Services Authority, Vancouver Coastal Health, Providence Health Care, Fraser Health Authority and other BC health authorities for a term of up to ten (10) years at an estimated value of $13M.

Rationale
The 360 Encompass (Release 2) product is the tool used by all coders across the lower mainland. This tool is also integrated with all key clinical information systems and our abstracting solution.
This solution uniquely combines:Proven integration with Canadian clinical coding standards (ICD-10-CA/CCI) Advanced natural language processing and machine learning models trained on Canadian healthcare data structures End-to-end workflow support for HIM coding, including case prioritization, auto code suggestions, and autonomous code assignment Existing compatibility with legacy on-premise Solventum solutions currently in use within all BC Health AuthoritiesThis direct award represents a continuation and expansion of an existing platform, enabling transition to a modern, cloud-enabled architecture while preserving historical configurations, mappings, and coding logic.
No other vendor can provide a directly compatible upgrade path from the current Solventum solution while maintaining continuity of operations and minimizing implementation risk at a provincial scale
