Provincial Health Services Authority
Notice is hereby given that Fraser Health Authority (the “Health Authority”), through their collective agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide Secure Digital Absence and Disability Management (ADM) Platform for an approximate one(1) year term at an estimated value of $881,480.00 CAD.

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:to ensure compatibility with existing goods or services, or to maintain specialized goods or services that should be maintained by the manufacturer or its representative.
Rationale
PrimeHealth is the incumbent supplier and the platform has already been configured, implemented, and operationalized within Fraser Health’s Absence and Disability Management environment.
The solution is aligned to Fraser Health’s existing workflows, reporting needs, operational processes, integrations, and user adoption model. Continuing with PrimeHealth is required to ensure compatibility with the existing configured platform and to preserve the implementation investment made to date.
Changing suppliers at this stage would require reconfiguration, reimplementation, data and workflow validation, onboarding, and knowledge transfer, creating unnecessary duplication, cost, delay, and operational risk.
Funding support available through BC Innovate has also been identified for work with PrimeHealth, which supports the overall value-for-money assessment.
For these reasons, PrimeHealth is uniquely positioned to continue providing the required platform and related services to support ongoing automation of disability management workflows and aligns with the broader OHS modernization objectives.
