Notice is hereby given that Provincial Health Service Authority (the “Health Authority”), intends to directly award a Contract to the following supplier for the supply of a software tool for clinical coding on behalf of and agent for Vancouver Coastal Health (inclusive of Providence Health Care) and other BC health authorities for a term of up to five (5) years at an estimated value of $4M.

In accordance with applicable trade agreements, PHSA has chosen not to proceed with a competitive process for the following reason:the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:to ensure compatibility with existing products/systems
Rationale
VCH has already implemented Databricks as a core component of its cloud data solution. This platform is currently used to support ongoing operational and project-based data engineering, reporting, and advanced analytics activities. Alternative suppliers or platforms are not viable at this time, as a transition would require significant re-engineering of existing data assets, redevelopment of pipelines, migration of workloads, and retraining of staff. This would introduce substantial cost, delay critical initiatives, and present operational risks to the continuity of data services.
Azure Databricks continues to meet the organization’s functional, technical, and security requirements, and is fully aligned with the broader Azure-based cloud strategy adopted across the health authorities.
Azure Databricks meets all requirements by providing:Single environment for ETL, SQL analytics, streaming, ML, and AI workloads—no separate tools or data copies required Tight integration with Azure AD, ADLS, Key Vault, and monitoring stack Fully private connectivity with traffic confined to Azure backbone reduces risk of data exfiltration Integrated data governance and meta data management capabilitiesIt provides a scalable, integrated platform that supports current and future data and analytics needs.
