    Description
    1. Request for Expressions of Interest

    The City of Merritt, hereafter referred to as the “City”, is requesting Expressions of Interest (EOI) from interested parties for various solutions related to the receipt, management and ultimate disposal or re-use, of the biosolids waste that is generated by the City’s Wastewater Treatment plant process.

    The purpose of this EOI is to solicit expressions of interest on a range of ‘Options’ for the disposal/re-use of the City’s biosolids waste, including but not limited to those Options outlined herein.  Following the Closing Date of this EOI, the City will analyze submissions received and determine if there is sufficient market interest to proceed to a competitive bidding process. In the event there is sufficient interest in any of the Options outlined, the City may, but is not obligated to, initiate a competitive bidding opportunity or may enter into direct negotiations with any single respondent.

     
    1. Required Biosolids Waste Management Services
     
      1. Background:
    The City of Merritt’s Wastewater Treatment Plant (located at 1298 Coldwater Avenue, Merritt, BC) produces organic matter (referred to as ‘Biosolids’) as an output from the wastewater treatment process.  The volume of Biosolids produced is 19.75 dry metric tonnes per month on average.
    Currently, the City mixes this Biosolids with wood chips and other products into a composting process at the City owned and operated ‘City of Merritt Compost Facility’ (located at Airport Road, Merritt).  Based on recent testing, the end product produced at the City of Merritt Compost Facility is considered to be ‘Class A’ Biosolids.     From 2024 onwards, the City will be required to invest further capital into the City of Merritt Compost Facility in order to continue its current operation.  Instead of investing this capital into the facility, the City instead seeks to engage other third parties regarding other solutions for the disposal and re-use of Merritt Biosolids going forward.
     
      1. Options for Biosolids Waste Management:
    The City is open to a range of options for Biosolids Waste Management from 2024 onwards including both the City Identified Options, and other options which the City has not yet identified.  City Identified Options are:
    1. Lease & Operate: A 3rd party organization may lease the current City of Merritt Compost Facility site from the City, operate the facility, and sell end-product compost to the general public for a profit. 
    2. 3rd Party Processing Site: The City disposes of all Biosolids at an already established 3rd party’s processing site located outside of the City limits.  The Processing Site may involve land application of Biosolids, or other processing/disposal methods.  Submissions around this option could include; i) biosolids hauling and biosolids processing, ii) biosolids processing only, or iii) biosolids hauling only.
    3. New Local Site: The City disposes of all Biosolids at a new 3rd party processing facility or site, which is not currently operational, but it is proposed to be established in the future in the local vicinity of Merritt, BC. The proposed Processing Site may involve land application of Biosolids, or other processing/disposal methods.  Similar to b), submissions around this option could include; i) biosolids hauling and biosolids processing, ii) biosolids processing only, or iii) biosolids hauling only.
    The City is open to expressions of interest , in accordance with this EOI, which propose methods/sites which do not fall into one of the City Identified Options above.
     
      1. Minimum Requirements for Biosolids Waste Management:
    Submissions to this EOI must demonstrate the following at a minimum:
                  1. The Respondent organization has experience with the receipt, management, and processing of hazardous waste in Canada.
                  2. The Expression of Interest must define a specific location / site for the proposed solution to be performed at.
                  3. The Respondent’s proposed solution must, in the sole opinion of the City, have a reasonable chance of obtaining all required permits and approvals from the BC Ministry of Health and any other agencies or authorities having jurisdiction over the location of the proposed solution.
     
    1. Submissions to this RFEOI:
    Interested parties are invited to respond to this EOI by submitting a letter to the City that includes a brief statement of the nature of their interest in the City’s requirements.
    Responses should also the following information:
    • Legal Name and brief description of the Respondent organization.
    • Details of the Respondent’s experience with the receipt, management, and processing of Biosolids or other hazardous waste.
    • Details on the proposed solution that the Respondent wishes to put forward in response to this EOI.  This should make clear which, if any, of the Options this solution falls under.
    • Details on the specific location/site that the proposed solution shall be performed at.
    • Detail on any existing permits and/or approvals currently in place for the solution at the proposed location, including those from the BC Ministry of Health.  Provide copies of such approvals/permits with the submission if currently in-place.
    • Provide an overview of the proposed solution, including how it could work, and how it could meet the City’s requirements as outlined in this EOI.

    Respondents to this EOI should note that there will be no evaluation, ranking, or selection of vendors as a result of this EOI; and this EOI will not be used to pre-qualify or screen vendors for a subsequent competitive bidding process, if any.
    If subsequent competitive bidding opportunities are issued for the services described, the City will endeavour to notify any respondent to this EOI. Respondents should also monitor the BC Bid website (www.bcbid.ca) for such opportunities, which will be open to all potential service providers, whether or not a response to this EOI was submitted.

    • Format:  Responses may be in any format, but should include the information requested in section 3 at a minimum.
      1. Not a Solicitation for Proposal or Pricing, No Contract A, and No Claims:
    This EOI process is not intended to create, and no contractual obligations whatsoever (including what is commonly referred to as ‘Contract A’) shall arise, between the City and any Respondent upon the submission of a Response to this EOI.  For extra clarity, this EOI is not a solicitation to submit proposals or offers for goods or services.  No pricing offers or quotes shall be submitted in a Response to this EOI.
     
    1. Next Steps:

    Following the Closing Time of this EOI, the City will take some time to analyze responses and decide on the next steps regarding Biosolids Waste Management.  The City shall endeavour to notify all Respondents on the next steps in the process at the earliest opportunity.
