Description
The District invites comprehensive Proposals from qualified engineering consulting firms (“Proponents”) with demonstrated expertise in civil engineering, hydrotechnical engineering, and culvert asset management. The purpose of this Request for Proposals (“RFP”) is to establish a Standing Offer Agreement (“SOA”) for an initial three (3) year term with an option to extend for up to two (2) consecutive additional one (1) year terms for professional services related to culvert inspection and technical assessment. Under the SOA, the Successful Proponent shall be capable of delivering a full suite of services, including:

• Culvert condition inspection and assessment, including CCTV & CCTV review;
• Hydrologic and hydraulic analysis to establish design flows and assess crossing capacity;
• Identification of rehabilitation methodologies and where they might be applicable;
• Identification of key design and construction considerations such as utilities, right-of-way limitations, environmental approvals, potential realignment, debris flow/flood and adjacent structures;
• Development of a culvert replacement costing methodology and application of the method to inspected culverts, considering Items 2–4 above.
