    Description
    SUMMARY

    Through this Request for Proposals, the District of Lake Country invites Proposals for a Construction Manager (CM) that can provide Services and Work (as defined in the CCDC5B Contract) for the new Indigenous Cultural Centre and Nature Park Project. 

    Key details of this Project are as follows:
    • Project Name: Indigenous Cultural Centre & Nature Park
    • Project Construction Budget: $2,900,000 (excluding GST)
    • Concept Plan: the current concept includes the construction of a ~3500 square foot Cultural Centre Building; plus adjacent nature park with wetlands/boardwalks/trails.   An overview of the Project is also provided in Exhibit A (Summary of Proposed Park Elements).
    • Timeline: Schematic Design is to be completed in January 2023, with Detailed Design completed by mid-2023.  Construction is to occur in 2023-2024.  The anticipated ‘Ready for Takeover Date’ for the entire Project is July 2024.
    • Site Location: 3724 Woodsdale Road, Lake Country, British Columbia (between Beasley Park to the West, and the Okanagan Rail Trail / Oyama Road to the East, and beach access to Wood Lake to the North).
    • Project Team: The Project Architect, Landscape Architect, and Exhibit Designer have all been contracted and have commenced Schematic Design.
    • Construction Management for Services & Construction: the Construction Manager selected as a result of this RFP will provide Construction Management Services and Work to the Project under the CCDC5B Form of Contract, as modified by Supplementary Conditions.  This work includes the CM providing input into the detailed design services, then conducting sub-trade/product procurement activities.  Upon completion of all pre-construction phase services, it is the District’s intent to convert the Construction Contract to a CCDC2 Stipulated Sum Contract, using the Stipulated Price Option in CCDC5B.
    Key Respondent Requirements are as follows:
    NOTE: Respondents should take note of the scored Evaluation Criteria regarding experience of the Respondent and Local Indigenous Content (detailed in Part D of this RFP), prior to submitting a Proposal.  Proposals that do not meet the Minimum Scores detailed in the Part D Forms will not be considered further in the evaluation.
    • Experience: the CM shall have reputable experience in constructing facilities where an Indigenous community was an active stakeholder or  owner.  The CM will also possess experience and an understanding of operating as a Construction Manager under a CCDC5B or equivalent contract.
    • Local Indigenous Content: A key objective of this Project is to increase the involvement of local indigenous peoples in the Project construction.  As detailed further in Parts B and D of this RFP, Respondent Proposals will be scored in the RFP evaluation on the extent that members of the Okanagan Indian Band and other Indigenous Peoples are to be involved in the Project as either employees of the CM or through sub-trades.
