Summary:
The Summerland Wastewater Treatment Plant (WWTP) primary clarifier is over 20 years old with critical parts reaching the end of their service life. The tank and equipment have not been properly maintained due to lack of redundancy and therefore the ability to access. Internal components are corroded and in need of maintenance. The primary clarifier has not been inspected or drained for maintenance since commissioning, therefore, a redundant primary clarifier with 100% capacity of maximum design flow is required to allow proper maintenance of each clarifier. This Request for Proposals (“RFP”) is an invitation by the District of Summerland (the “District”) to prospective Proponents to submit non-binding Proposals for the provision of a tender-ready design for a redundant primary clarifier.
This will include determination of the most efficient pipe, design with the ability to run both primaries concurrently, update of the automation and controls, design of an inlet valve, cap and remove the damaged bypass piping through the sludge vault, and design considerations for double block and bleed valving. The Proponent will also assess and provide direction on the most beneficial utilization of the primary clarifier when it is empty and not in service. See Primary Clarifier recommended location in the Summerland WWTP Facility Plan. The Supplier will assess the existing infrastructure, work with staff to determine the best approach and location, and provide a comprehensive, tender-ready design. The Supplier will be responsible for scheduling and running all regular meetings, requesting required background information from staff, and completing a final document by December 12, 2022.

Submission of Proposals
To be considered, Proposals must be submitted via BC Bid’s Supplier “e-Bidding” submission functionality available for this opportunity. Proposals submitted in any other manner will be disqualified.

The District shall not be responsible for incomplete or misdirected Proposals.
Proposals must be received no later than the RFP Closing Date and Time. It is solely the responsibility of the Proponent to ensure that the Proposal is received on time.
Term of Engagement:
The successful Proponent should be prepared to commence work within two (2) weeks of contract award. The Agreement shall be valid from the time of contract execution until either the Issued for Construction design documents have been issued or, if optional project management, contract administration and site inspection services are being provided, until construction is complete.
Conditions for Participation and Requirements to Request to Participate:
Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.
The Supplier shall provide the District with proof of the following prior to beginning work on this project:

This procurement is subject to the New West Partnership Trade Agreement. This procurement may be subject to Canadian Free Trade Agreement (Chapter Five). Although the District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen), it is not anticipated that this opportunity will fall within the scope of that agreement.

- Design of Odour Management System (fixed fee)
- Assessment of capacity issues and design of odour management system which now receives foul air flows from the old headworks building, the centrifuge dewatering system, and the new headworks building.
- Lead Site Visit for Construction Tender (fixed fee)
- Tender Analysis (hourly):
- Review submitted Tender(s) to confirm recommendation of award.
- Project management and contract administration services (hourly)
- Site inspection services (hourly)

- The process for submission, evaluation and award of the Agreement;

The Supplier shall provide the District with proof of the following prior to beginning work on this project:
- A valid Business License.
- WorkSafe BC Clearance Letter (or equivalent if the Supplier operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing, or the Supplier must provide proof of exempt status in the form of a status determination letter from WorkSafe BC. As the process to obtain a status determination letter may take some time, Proponents are urged to contact WorkSafe BC (or equivalent) immediately if they do not have WorkSafe BC coverage.
- Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.
- Automobile Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.
- Professional Errors and Omissions Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.A valid Business License.
