SUMMARY
Through this Request for Proposals, the District of Lake Country invites Proposals from organizations experienced in heavy civil construction to provide Construction Management Services and Work (as defined in the CCDC5B Contract) for a project to perform various upgrades to the Beaver Lake Dam Intake.

Through this Request for Proposals, the District of Lake Country invites Proposals from organizations experienced in heavy civil construction to provide Construction Management Services and Work (as defined in the CCDC5B Contract) for a project to perform various upgrades to the Beaver Lake Dam Intake.
Key details of this Project are as follows:
- Project Name: Beaver Lake Dam Intake Project
- Project Construction Budget: $2,500,000 (excluding GST)
- Place of the Work: The Beaver Lake Dam, located on the Beaver Lake Reservoir (also known as Swalwell Reservoir) approximately 11 km east of the District of Lake Country (along Beaver Lake Road), BC.
- Project Engineer: the District has engaged Hatch Ltd as the project engineer to perform all design and engineering work for the project.
- Timeline:
- Preliminary Design is to be completed in March 2023.
- Detailed Design for the project is to occur during summer 2023.
- Construction work is scheduled to occur in later Summer/Fall 2024
- The Construction Manager is to provide ‘Services’ (including design and constructability input) into the Detailed Design process commencing Summer 2023.
- Summary of Project Work: the Project Work is expected to include:
- Replacement of the inlet/outlet and intake tower structures of the Beaver Lake Dam to replace existing structures which have reached the end of their service life.
- Demolition and removal of existing intake tower, low level outlet and conduit, and excavation of bedrock to accommodate new structures.
- Removal and replacement of central dam section to allow for intake replacement.
- Foundation preparation and grouting.
- Construction of dam raise by 1 m to allow for future increase in reservoir elevation and storage capacity. Incorporation of new downstream zoned earthfill to improve safety of raised dam. Sourcing of materials for construction.
- Construction of a cofferdam and dewatering to provide safe working area.
- Provision of SCADA/automation and communications system for operation of intake gates.
- Construction Management for Services & Construction: the Construction Manager selected as a result of this RFP will provide Construction Management Services and Work to the Project under the CCDC5B-2010 Form of Contract, as modified by Supplementary Conditions. The services include the CM providing input into the detailed design services, then conducting sub-trade/product procurement activities. Upon completion of all pre-construction phase services, it is the District’s intent to convert the Construction Contract to a CCDC2-2020 Stipulated Sum Contract, using the Stipulated Price Option in CCDC5B.
