    Summary Details:
    This Request for Proposals (“RFP”) is an invitation by the District of Summerland (the “District”) to prospective Proponents to submit non-binding Proposals to complete wildfire risk reduction work through fuel treatments, as further described in Section 2 - Deliverables. This work includes one required project site (15.8ha) and two optional sites (8.2ha and 7.5ha).
    Preference will be given to Proponent that has demonstrated experience implementing wildfire mitigation prescriptions. The preference will be to work with a Contractor that has experience performing fuel management treatments in similar ecotypes. Preference may be given to a First Nations owned business.

    RFP Documents:
    BC Bid (https://new.bcbid.gov.bc.ca/) is the only authorized website to obtain competitive bid documents for District of Summerland opportunities.     The RFP documents set out:
    1. The details of the goods or services that the District is seeking, as further described in Section 2 - Deliverables;
    2. The process for submission, evaluation and award of the Agreement;
    3. The proposed terms and conditions of the Agreement; and
    4. The forms which outline the information a Proponent should submit in their Proposal.

    Submission of Proposals
    To be considered, Proposals must be submitted via BC Bid’s Supplier “e-Bidding” submission functionality or by email in accordance with the instructions in the RFP.
    Proposals must be received no later than the RFP Closing Date and Time. It is solely the responsibility of the Proponent to ensure that the Proposal is received on time.

    Term of Engagement:
    The Agreement shall be valid until February 1, 2024 to allow for the completion of FTU 17A and FTU 17B (optional). If FTU 7 (optional) is also awarded, the agreement may be extended until June 1, 2024 to allow for completion of FTU 7.

    Conditions for Participation and Requirements to Request to Participate:
    Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process:
    Mandatory Criteria:
    1A representative from the Proponent must attend the mandatory site visit.
    2The Proposal must be received by the Closing Date and Time, in accordance with the requirements of Section 3.1 – RFP Schedule
    3The Proposal must be submitted in accordance with the requirements of Section 3.8 – Submission of Proposals
    4The Proposal must include the following completed forms:
    • Appendix B – Submission Form
    • Appendix C – Pricing Form
    5The Proposal must include the information requested on the following forms, either on the forms or a format of their choice:
    • Appendix D – Rated Criteria Form

    The Supplier shall provide the District with proof of the following prior to beginning work on this project:
    • A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
    • WorkSafe BC Clearance Letter (or equivalent if the Contractor operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing, or the Contractor must provide proof of exempt status in the form of a status determination letter from WorkSafe BC. As the process to obtain a status determination letter may take some time, Proponents are urged to contact WorkSafe BC (or equivalent) immediately if they do not have WorkSafe BC coverage.
    • Commercial General Liability Insurance coverage with Fire Fighting Expense Endorsement as per the requirements detailed in Appendix A – Form of Agreement.
    • Automobile Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.
    For clarity, a Proponent is not required to be in possession of all of the above at the time of submitting a Proposal, but if they are the successful Proponent and invited to enter into an Agreement, they must be prepared to obtain the above and provide proof to the District.

    Procurement Method:
    Request for Proposals. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).
