    This Opportunity is an invitation by the District of Summerland to prospective Proponents to submit non-binding Proposals for the provision of FireSmart program coordination contracted services.

    The RFP documents set out:The details of the goods or services that the District is seeking, as further described in Section 2 - Deliverables; The process for submission, evaluation and award of the Agreement; The proposed terms and conditions of the Agreement; and The forms which outline the information a Respondent should submit in their Proposal.
    Submission of Proposals
    To be considered, Proposals must be submitted via bids&tenders online bid submissions functionality in accordance with the instructions in the Opportunity document. Proposals must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Proposal is received on time.

    There will be no public opening.

    Requirements for Participation and Requirements to Request to Participate
    Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.Mandatory Criteria1The Proposal must be received before the Closing Date & Time, in accordance with the requirements of Section 3.1 – Opportunity Schedule2The Proposal must be submitted in accordance with the requirements of Section 3.8 – Submission of Proposals3The Proposal must include the following completed forms: Appendix B – Pricing Form Appendix C – Scored Criteria Form
    The Contractor shall provide the District with proof of the following prior to beginning work on this project:a Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality). WorkSafeBC Clearance Letter (or equivalent if the Contractor operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing, or the Contractor must provide proof of exempt status in the form of a status determination letter from WorkSafeBC. As the process to obtain a status determination letter may take some time, Respondents are urged to contact WorkSafeBC (or equivalent) immediately if they do not have WorkSafeBC coverage. Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement. Automobile Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement. Professional Errors and Omissions Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement. Valid BC Class 5 Driver’s Licence. FireSmart BC Wildfire Mitigation Specialist qualifications.
    Term of Engagement
    The successful Respondent should be prepared to commence work shortly after the Agreement is awarded. The Agreement shall be valid for an initial term of approximately ten (10) months, with the opportunity to renew for up to two (2) additional periods of two (2) years upon the mutual agreement of both parties, if the FireSmart Coordinator is successful in obtaining subsequent grant funding to continue this function.
