Description
The Ministry of Emergency Management and Climate Readiness (“the Ministry”) is looking for a Contractor for the Disaster and Climate Risk and Resilience Assessment (“DCRRA”), including project management, assessment, and documentation of assessments at both provincial and regional scales. The development and release of the DCRRA is a joint mandate commitment for both the Ministry of Environment and Climate Change Strategy’s Climate Action Secretariat (“CAS”) and the Ministry. The Ministry expects the following deliverables through this Contract:
The approach to the DCRRA will be guided by the following key pillars:
(1) Co-developed with First Nations and Indigenous partners, taking a distinctions-based approach;
(2) Takes an equity-informed approach;
(3) Grounded in local knowledge and contexts, reflects best available western science and uphold Indigenous knowledge systems; and
(4) Supports community-level actions.
The provincial assessment will inform a subsequent Provincial Disaster and Climate Risk Reduction Plan.
The project scope includes but is not limited to:
- A final draft of the DCRRA at the provincial scale by March 31, 2024;
- A final draft provincial guidance for undertaking DCRRAs appropriate for provincial, regional, and local scales by September 30, 2024; and
- A final draft regional scale assessments for completion by March 1, 2026.

The project scope includes but is not limited to:
- Project management, including sub-contracting services; research and development of hazard-specific risk and resilience assessment methodologies;
- Quantitative and qualitative data gathering and analysis for identified climate and non-climate hazards and slow onset climate-risks;
- Trauma informed facilitation of in-person and virtual engagements; and
- Professional writing and design.
Contract duration
The estimated contract period will be 32 month(s).
