The Ministry of Health (Ministry) is seeking proposals for their BC Health Technology Assessment (HTA) process.
The HTA process is used to provide evidence-informed advice about which devices, diagnostics, medical procedures, and certain health programs should be funded in the province. The goal of this process is to support funding decisions that reduce the burden of evidence synthesis for each region while improving standardization and equity in access to health technologies across the province.
Since inception in 2011, the Health Technology Assessment Office (HTAO) has maintained and advanced its ongoing commitment to assess each technology under consideration with established international best-practices, such as a thorough review of the most up-to-date literature displaying clinical effectiveness, interviews to document patient and provider perspectives, alignment with jurisdictions in Canada or internationally, identification of ethical considerations, and a detailed, BC-specific cost-effectiveness and budget impact analysis to explore and highlight the expected financial and implementation considerations necessary to provide equitable access to high quality health care services.. Furthermore, in the last year, the HTAO has made significant advancements in including supplemental considerations identified as key priorities for the province such as analysis of environmental considerations and the addition of an Indigenous lens to all HTAs.
In reflection of the evolution of the HTA process, the HTAO recognizes the pivotal role of further emphasizing two key priorities: providing equitable care, especially in rural and remote regions in BC, and leveraging existing and new technologies to overcome the significant health human resource capacity challenges faced across the province.
After a formative evaluation was carried out in 2014, Health Technology Assessment Committee (HTAC) is hoping to undertake a program review to assess next steps to further improve upon the impact of HTA work and implementation in BC. This project will provide a review of HTAC’s processes, positioning and key policy, funding and evidence linkages, in order to identify opportunities for improved impact.
