The Ministry of Mental Health and Addictions (MMHA) is seeking proposals from qualified individuals/organizations to conduct an implementation evaluation of the province’s registered nurses (RNs) and registered psychiatric nurses (RPNs) prescribing initiative (“RN/RPN Prescribing”). The initiative is in collaboration with the Ministry of Health (MoH).
In September 2020, the B.C. Provincial Health Officer issued an order to allow registered nurses (RNs) and registered psychiatric nurses (RPNs) in B.C. to prescribe controlled drugs to people at risk of an overdose due to illicit drug use. The goals of RN/RPN Prescribing initiative are to provide eligible individuals broader provincial access to pharmacotherapy to reduce overdose events and deaths, advance harm reduction services, as well as increase initiation and retention in treatment.
Implementation of RN/RPN Prescribing is occurring in a phased approach: (1) Buprenorphine/naloxone (ongoing); (2) Others forms of OAT (e.g., Methadone and slow-release oral morphine) (ongoing); and (3) Prescribed safer supply (not initiated). The purpose of this evaluation project is to assess the effectiveness of phases 1 and 2 of the RN/RPN Prescribing initiative to meet the goals of the initiative and to inform ongoing prescribing practices, service delivery adjustments, and policy refinements concerning access to pharmacotherapy, treatment initiation and retention.

Contract duration
The estimated contract period will be 12 month(s).
