    REQUEST FOR QUOTATIONS
    RFQ-2022-43 - NEW HALF TON 4WD PICKUP TRUCKS

    Summary Details:
    The District of Summerland requires three (3) new pickup trucks to augment its current fleet of vehicles and is seeking Quotations from qualified vendors as follows:
    • C.1 - One (1) new half ton, 4WD, regular cab, long box pickup truck (Works Department)
    • C.2 - One (1) new half ton, 4WD, extended cab, long box pickup truck (Electrical Utility)
    • C.3 - One (1) new half ton, 4WD, extended cab, long box pickup truck (Water Utility Bush Truck)
    The specifications for all units are provided in the RFP, Appendix C. Proposed units should meet the requested specifications or a suitable equivalent/alternative option should be provided. The District has the right to reject submissions that do not meet the requested specifications, in the District’s sole but reasonable discretion.
    All vehicles shall comply with the Canadian Motor Vehicle Safety Standards and all Federal and Provincial Motor Apparatus laws that are applicable to the equipment being used in British Columbia. All specifications must meet Ministry of Transportation, WorkSafe BC and the BC Motor Vehicle Act regulations.

    RFQ Documents:
    BC Bid (https://new.bcbid.gov.bc.ca/) is the only authorized website to obtain competitive bid documents for District of Summerland opportunities. The District of Summerland shall not be held responsible for competitive bid documents that are located on any other website.     Submission of Quotations
    To be considered, Quotations must be submitted via BC Bid’s Supplier “e-Bidding” submission functionality available for this opportunity or by email to the email address identified in the RFQ documents.
    Quotations must be received no later than the RFQ Closing Date and Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time.

    Term of Engagement:
    The successful Respondent should be prepared to commence work immediately after the Agreement is awarded. The Agreement shall be valid until all vehicles have been delivered. The District desires delivery of all three (3) vehicles to occur as quickly as possible.

    Conditions for Participation and Requirements to Request to Participate:
    Quotations not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.
    Mandatory Criteria:
    1The Quotation must be received by the Closing Date and Time, in accordance with the requirements of Section 3.1 – RFQ Schedule
    2The Quotation must be submitted in accordance with the requirements of Section 3.8 – Submission of Quotations
    3The Quotation must include the following completed forms:
    • Appendix B – Submission Form
    • Appendix C – Specifications Form

    The Supplier shall provide the District with proof of the following prior to beginning work on this project:
    • A valid Business License.
    • Commercial General Liability Insurance coverage in the amount of $5,000,000, with coverage for products and completed operations, naming the District as an Additional Insured.
    • Automobile Liability Insurance coverage in the amount of $5,000,000.
    • All-Risk Property Insurance coverage covering the Supplier’s property of every description, including work (products) in progress prior to delivery.
    Procurement Method:
    Request for Quotations. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).

    This procurement is subject to the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement. The District is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen); however, the District does not anticipate that this procurement will be within the scope of that agreement.
