    REQUEST FOR QUOTATIONS

    RFQ-2023- 10 - Flat Roof Replacement at Works Building (Sections C & D)

    Summary Details:
    The District of Summerland requires a roofing contractor to be responsible for all work related to replacing the flat roof at the District’s Works building, sections C and D.
    The Base Bid scope of work includes:
    1. Remove and dispose of all existing roofing materials, including but not limited to tar and gravel, underlay, fasteners, and flashings.
    2. Supply and install a 180-gram base membrane, fully torched with perimeter membrane flashing.
    3. Torch a 250-gram granulated cap membrane to base membrane with matching perimeter membrane flashing.
    4. Ensure watertight seal to all elevation differences on the roof.
    5. Install new flashing at all roof penetrations, including, but not limited to: plumbing flashing, perimeter cap flashing, drains, and exhaust vents. Only metal parts will be accepted (no plastic) and all flashing must be 26-gauge steel.
    6. Clean up job site daily, properly dispose of all garbage/recyclable material and clean up at completion.
    7. Attend third-party inspections of the work (as outlined below in 2.1.7).
    All installations and materials should meet or exceed RCABC standards, as outlined in the RCABC roofing practices manual (http://rpm.rcabc.org/index.php/Main_Page).
    Respondents may submit alternative pricing to complete the above general scope of work with another, more environmentally friendly single ply roofing membrane, such as TPO, EPDM or TPM (PVC).
    It will be the sole responsibility of the Contractor to subcontract to and coordinate with the appropriate trades as required to complete the scope of work; these subtrades must each be licensed, insured, and accredited.

    The RFQ document sets out:
    1. The details of the good or services that the District is seeking, as further described in Section 2 - Deliverables;
    2. The process for submission, evaluation and award of the Agreement;
    3. The proposed terms and conditions of the Agreement; and
    4. The form on which a Respondent should submit in their Quotation.

    Submission of Quotations
    To be considered, Quotations must be submitted via BC Bid’s Supplier “e-Bidding” submission functionality or by email in accordance with the instructions in the RFQ documents.
    Quotations must be received no later than the RFQ Closing Date and Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time.

    Term of Engagement:
    The successful Respondent should be prepared to complete the work by July 31, 2023.

    Conditions for Participation and Requirements to Request to Participate:
    Quotations not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.
    Mandatory Criteria:
    1The Quotation must be received by the Closing Date and Time, in accordance with the requirements of Section 3.1 – RFQ Schedule
    2The Quotation must be submitted in accordance with the requirements of Section 3.8 – Submission of Quotations
    3The Quotation must include the following completed forms:
    • Appendix C – Quotation Form

    The Supplier shall provide the District with proof of the following prior to beginning work on this project:
    • A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
    • WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
    • Commercial General Liability Insurance coverage as per the requirements detailed in Part C – Form of Agreement.
    • Automobile Liability Insurance coverage as per the requirements detailed in Part C – Form of Agreement.
    • Builder’s Risk Course of Construction Insurance as per the requirements detailed in Part C – Form of Agreement.

    Procurement Method:
    Request for Quotations. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).

    The District is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen), the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement. As a construction procurement valued less than $200,000 (NWPTA threshold), this procurement is not anticipated to be within the scope of those agreements.
