Snow Clearing of District-Owned Parking Lots

Summary Details:The District requires a Contractor to promptly clear snow from municipal parking areas and access roads in approximately 19 locations. Snow clearing is on an as-needed basis depending on weather conditions. The Contractor shall supply necessary equipment and operators to remove and stockpile snow in the designated snow storage areas at each of the locations identified below (“Snow Clearing Locations”). Please see Appendix C for maps that identify the Snow Clearing Locations.
Snow must be cleared from Snow Clearing Locations and stockpiled at the designated snow storage areas as soon as reasonably possible after the snow has reached a depth of 25mm. Snow clearing is required to take place seven days a week and must be completed prior to 7:00am, with the exception the Electrical Utility Division Pole yard which must be completed by 7:30am and the Summerland Landfill site which must be completed before 8:00am. Snow removal locations near the downtown core identified as areas 1-14 must be completed by equipment with bucket attachment or plough trucks assisted by equipment with bucket attachment to ensure proper stockpiling.
During periods of heavy snowfall the Contractor may be required to provide additional snow clearing services later in the day. Only when District forces are unable to do so, and upon request by the District, the Contractor may be required to load stockpiled snow and haul and dispose of the snow at the designated snow dump area located at 8240 Peach Orchard Road, approximately 240 metres east of the underpass.

Submission of Quotations
To be considered, Quotations must be submitted via BC Bid’s Supplier “e-Bidding” submission functionality or by email in accordance with the instructions in the RFQ documents.
Quotations must be received no later than the RFQ Closing Date and Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time.
Term of Engagement:
The successful Respondent should be prepared to commence immediately. The Agreement shall be valid for a period of three (3) years with an option to extend for up to two (2) additional years upon mutual agreement by both parties.
Conditions for Participation and Requirements to Request to Participate:
Quotations not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.

This procurement is subject to the Canadian Free Trade Agreement (Chapter Five) and the New West Partnership Trade Agreement. The District is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen) but this procurement is not anticipated to be within the scope of that agreement.

The Supplier shall provide the District with proof of the following prior to beginning work on this project:
- A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
- WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
- Commercial General Liability Insurance, Automobile Insurance, and All Risk Property Insurance as per the form of agreement included with the RFQ as Appendix A.
