Overview of the Work/Service Required
The objective of this project is to identify redundant roads on the land base that may be suitable for tree planting as-is or after mechanical preparation. The project area is south of Big Bar Lake and east of the Marbles Provincial Park, in the 100 Mile House Natural Resource District. Roads that are eligible will require a field reconnaissance, followed by a rehab and planting prescription.
A desktop GIS exercise was completed to identify potential roads. There were 218 roads identified, which constitutes approximately 139 kilometers. Every road will require a field recce report to be submitted as a contract deliverable. The roads that do not meet the rehab criteria as set out in Schedule A, or as determined by the qualified Crew Leader, will be eliminated and no further work will be required.
The initial recce method is at the discretion and expense of the successful bidder. For instance, a helicopter or drone recce may be suitable to assess for eligibility and immediately eliminate roads from the next phase. The bidder must bid accordingly.
Roads that are eligible for rehab will have a rehab prescription and planting prescription completed. The rehab prescription will be in a hardcopy format (similar to Appendix 3) and an ArcGIS database or shapefile. The planting prescription will be an ArcGIS database or shapefile that provides the information necessary for sowing.
There are programs available for field data collection that will link the recce data to ArcGIS and provide the data required as part of the deliverables (example: ‘Survey 1,2,3’). These programs are not mandatory but may simplify the data collection and spatial linkage processes. The successful bidder may design their own field collection methods as long as the deliverables meet the minimum requirements set out in the Appendices and Schedule A.

The Tender is in response to an Invitation to Tender (the ‘Invitation to Tender’) for RH24DMH031 Big Bar Road Rehab Planning - 100 Mile House Natural Resource District issued by the Ministry of Forests (the ‘Ministry’) and must be received by the 100 Mile House Natural Resource District on the form provided not later than 2:00PM on July 19, 2023.
The address for ground delivery is 300 Cariboo Hwy, 100 Mile House and the mailing address for postal delivery is PO Box 129, 100 Mile House, British Columbia V0K 2E0 (the ‘Closing Location’)
All Tenders submitted in accordance with these Conditions are irrevocable for a period of 30 days following the tender opening (the ‘Tender Opening’).
