    Description

    1. Advance Contract Award Notice (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the requirement
    Environment and Climate Change Canada has a requirement to provide a logistical base camp of operations for Canadian Wildlife Service (CWS) aerial, helicopter-based waterfowl surveys in the remote, Ring of Fire region of northern Ontario by providing sufficient Fuel Drums, CWS helicopter survey crew (4 people) accommodation (lodging and food) and use of a helipad for daily helicopter operations during the 2025 & 2026 Spring Survey Periods. This Work will increase safety and efficiency of CWS operations as well as advance migratory bird monitoring initiatives in the remote wilderness areas in the Ring of Fire mining claims region of northern Ontario.

    3. Scope of Work
    The Contractor must transport a specified number of Fuel Drums to the fuel storage area at Esker Camp where it must be stored securely until required for use for helicopter-based surveys during the 2025 & 2026 Spring Survey Periods. Also, the Contractor must provide CWS helicopter survey crew (4 people) with accommodation services, which includes lodging and food (breakfast, lunch and dinner), position and provide access to all Fuel Drums (i.e., fuel management and storage services) at a helipad as well as provide access to a helipad to support daily helicopter operations and parking at Esker Camp during the 2025 & 2026 Spring Survey Periods.
    The Period of Work for this contract is between the Contract Award Date (target: 1 February 2025) to 31 March 2027.
    The Work is planned for 1 February 2025 to allow acceptance of Fuel Drum delivery (via air cargo service contractor to be arranged by CWS) and transport all Fuel Drums during a period when aircraft can safely land on the frozen lake (Koper Lake) ice strip at Esker Camp.
    The Work, in general, consists of providing: 1) fuel management and storage services, including Fuel Drum offload, transport, storage and empty drum removal/disposal services and 2) accommodation (including helipad use / access) services.

    4. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    Essential Requirements for migratory bird monitoring in remote wilderness area
    1 Established Camp / Facilities Access
    2 Operational during Survey Period (15 May – 30 Jun)
    3 Overnight Accommodation (bed / bunk with mattress & desk / table & chair for daily administrative / planning work in sleeping quarters)
    4 Bath / Shower Facilities (hot water, private shower / bathtub)
    5 Washroom Facilities (private toilet, sink / hand sanitation)
    6 Potable Water (safe drinking water provided by filtration or other means (e.g., bottled water, etc.)
    7 Kitchen & Dining Facilities; stove, oven, sanitation station (sink, hot water, soap), cooking equipment (pots / pans, utensils), cutlery, plates, bowls, glassware)
    8 Food Storage Services (functional refrigerator / freezer)
    9 Food Preparation Services (food allergy / food sensitivity friendly, purchase & cook meals, sanitize / clean meal & cooking items)
    10 Helicopter Landing & Parking Area (elevated landing pad, safety – maintained from foreign object debris)
    11 Fuel Storage Facility (high capacity & environmentally secure fuel berm for up to 40, 205 litre drum aviation [and other] fuel, fuel spill kits on-site)
    12 Fuel Logistic Services (drum delivery on/offload, refueling system support infrastructure, on-site drum transport)
    13 On-site Staff Presence (24hr / 7d, grounds & facility maintenance & repair)
    14 Internet Services (wireless internet)

    15 Electrical Power (24 hr / 7d, 110V & 220V)
    16 Site Safety & Emergency Response Plan (safety due to remote work area & risk of black bear / wolf encounter & forest fire)
    17 Communication Monitoring Services (safety due to remote work area, offsite long-distance 2-way radio communication)
    18 Medical Emergency Services (safety due to remote work area, on-site trained first aid attendant, AED units on-site, air medivac service)
    19 Proximity to Survey Area and Survey Plots (centralized location to minimize travel among plots, see Appendix 1 – Map, below for reference)

    5. Applicability of the trade agreement(s) to the procurement
    This procurement is subject to the following trade agreement(s)
    • Canada–Korea Free Trade Agreement

    6. Justification for the Pre-Identified Supplier
    The pre-identified supplier is highly recommended for:
    1. operational efficiency – the only supplier that meets all the essential requirements for the staff crew to perform field work;
    2. cost effectiveness – the only one that is centrally located and meets the essential and other basic necessary requirements to conduct the field work in a remote site;
    3. safety – the only supplier with staff presence, internet service for first aid/emergencies in a remote site, etc.
    In addition, there are no other comparable remote camps within the wilderness area where the remote field work must be conducted.

    7. Government Contracts Regulations Exception(s)
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) –
    “only one person is capable of performing the contract”

    8. Trade Agreement-Exclusions and/or Limited Tendering Reasons
    The exclusion and/or the limited tendering reason invoked (see Annex 3.2 Limited tendering reasons contained in the trade agreements) under the trade agreement(s) is:
    b. where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons (CAP Code 71 Exclusive Rights):
    iii. due to an absence of competition for technical reasons.

    9. Period of the proposed contract or delivery date
    The period of the Contract is from date of Contract (target: February 1, 2025) to 31 March 2027 inclusive.

    10. Cost estimate of the proposed contract
    The estimated cost of the contract is $115,680.00 CAD, applicable taxes extra.
